• Mayor Zander reported that there are conflicting views between the RHU staff and the MHO with regard to dividing PhilHealth reimbursements. While the midwives think that MHO should have no share in the earnings, Mayor Zander believes that MHO deserves a greater share of the income considering that she is the leader of the RHU. Mayor Zander has yet to decide on the issue and said that he will need some time to study the case.
• Another issue in the RHU that Mayor Zander brought up is the controversial P2000-“down payment” that the midwives require from their pregnant clients. The alleged amount is said to be used in financing the medicines of the clients after the delivery. Mayor Zander knows that the medicines actually cost a lot less than what the midwives ask for. But then, he admits that he tolerates the irregularities in the RHU. According to him, “Hinahayaan ko na lang. ‘Pag naayos na ang bago naming RHU, hopefully, maayos ang sistema. ”
• Contrary to what MHO reported, Mayor Zander said that he already passed an executive order for the expansion of the local health board. However, their latest LHB meeting was postponed, hence, the expanded LHB is not really launched yet.
• During the coaching conversation, one emerging issue is the discrepancy between the information disclosed by the mayor and by the MHO. Aside from the contention on the LHB expansion, Mayor Zander feels that there is still a lot to resolve in the working relationships among the RHU staff, which MHO never really brought up as her leadership challenge.
According to him, there may be compliance of the midwives in terms of documentation, but in reality, there is really no submission nor respect for their MHO. Mayor Zander described MHO’s leadership challenge as an “eroded authority”. Meanwhile, Mayor Zander took over the role of chief-of-staff in the RHU in order to mediate. However, he observed that because of that action, MHO’s presence in the RHU lessened (declaring vacation leaves every so often). Challenge for Mayor Zander is to help MHO deal with her leadership challenge: build up interpersonal skills, motivate her on legacy-building, etc. As with the midwives, ask them “How can 2016 be better?”
• Since the last coaching and mentoring session, Mayor Zander said that he has been trying to practice dialogue with his BHWs and constituents. He has joined several barangay visits with MHO. He observed that Citizens seem to be excited about the coming health summit on January 2016. He promised to provide medical equipment in the BHS such as weighing scale, BP apparatus, and nebulizer. He has also granted health insurance for the BHWs.

• How have you been in terms of practicing dialogue with your BHWs? Were you able to take note of the shy BHWs and their backgrounds? How was your approach? What were the outcomes?
• How are your RHU staff and MHO? Are there changes in the way the midwives treat your MHO? Were there interventions made to restore their working relationship?
